İstanbul Üniversitesi Cerrahpaşa Tıp Fakültesi'nden 1997 yılında mezun olan Prof. Dr. Samuray Tuncer, 2002'de İstanbul Tıp Fakültesi'nde uzmanlık eğitimini tamamlamıştır. 2007 yılında Philadelphia'da Wills Eye Institute, Thomas Jefferson University, Oküler Onkoloji Servisi'nde fellow olarak çalışmalarda bulunmuştur.
